Market Intelligence and Routes to Market Development Manager (Hospitality and Tourism)



Cywain, delivered by Menter a Busnes is a model providing targeted support to micro and SME businesses operating in the Welsh food and drink sector. We have received funding through the Welsh Government Rural Communities - Rural Development Programme 2014 – 2020. Project funding has been secured until October 2022.

Support provision is in place to develop the capacity and capability of businesses, facilitate knowledge transfer and industry intelligence and strengthen supply chain integration. Delivery is pan Wales with an emphasis on collaboration with businesses which add value and market development for growth and job creation. Cywain has developed a wide network of stakeholders and integral to the client development is a coherent approach with other delivery partners.




  • Lead on developing and raising awareness of potential business opportunities within the hospitality and tourism sector

  • Lead on the national strategy and the programme across Wales and beyond, identifying and coordinating attendance at suitable events aimed at consumer, trade and buyer audiences in order to raise the profile of the produce and brands proactively

  • Work with the Welsh Government Food Division and Visit Wales to ensure that we contribute to policy priorities in food tourism, identifying opportunities to promote food and drink within the sector and adding value to current work programmes


Main Responsibilities

Service Provision 

  • Foster a close relationship with the rest of the team, producers and processors where appropriate in order to identify their growth needs

  • Recruit groups and individuals across the supply chain to attend events and workshops, focusing on the potential for growth and job creation

  • Work with producer groups and individuals to identify and develop new products and markets suitable for the tourism sector

  • Coordinate activities, workshops and events as well as sharing information on the tourism sector and potential opportunities for businesses

  • Foster good links with individuals, businesses and other bodies involving innovation, developing new products and markets to ensure a coordinated approach

  • Work closely with the Project Manager and any other Development Managers to plan, manage and implement a portfolio of events/exhibitions and study tours in a professional manner, both locally and nationally, ensuring relevant and engaging content

  • Identify needs, plan and advise businesses on their development, referring them to sources of support where appropriate

  • Manage/monitor the budget set by the Team Leader, ensuring value for money and a coordinated provision where possible


Market Intelligence and Routes to Market in the Tourism Sector

  • Proactively identify, research and gain access to market intelligence data within the tourism market which is relevant and suitable for the needs of target beneficiaries

  • Develop and transfer information relating to market intelligence to the target audience across Wales

  • Develop and deliver educational events based on workshops involving access to the tourism market in order to facilitate business growth

  • Work closely with the Regional Development Managers and the Marketing Officer to ensure that events are promoted and aimed at the target market effectively and in a timely manner

  • Provide follow on support to business and facilitate solutions in order to ensure effective access to markets

  • Ensure the provision of an integrated service by working closely with the Regional Development Managers and the Project Manager


Monitoring and Evaluation

  • Keep detailed records of all activities and paperwork in order to ensure monitoring and achievement of project targets, in compliance with the project’s and Welsh Government’s reporting and monitoring systems

  • Produce a final report at the end of the work packages, reporting on the strengths and weaknesses of the activity/support provided

  • Accurately monitor, review and report on targets, outputs, expenditure and performance to the Project Manager in-line with Welsh Government contract requirements, including the creation and maintenance of effective management systems in order to satisfy relevant Audit requirements

  • Comply with the project’s financial and expenditure requirements, adhering to the programme’s procurement guidelines



  • Meet quality, customer service, equality and diversity, health and safety and biosecurity standards

  • Accept other reasonable duties and responsibilities, and input into related food assignments undertaken by Menter a Busnes as required

  • Represent Menter a Busnes as required


Skills and Experience



  • Educated to degree level or equivalent, or experience in a food development, marketing, events or similar subject

  • In-depth understanding of the agri-food sector in Wales, with the ability to identify opportunities for developing new markets

  • Good understanding and/or demonstrable experience of working with primary food producers and the private sector

  • Excellent organisation, management and coordination skills, with demonstrable experience of arranging exhibitions and events

  • Demonstrable experience of managing and engaging with clients/businesses, either face to face, via e-mail or over the phone

  • Excellent interpersonal skills and experience of developing excellent networks at different levels (e.g. formal and informal contacts), from potential stakeholders to professionals within partner organisations

  • Self-motivating, and able to take responsibility for setting and reviewing priorities in order to meet targets, with a clear focus on quality, giving consideration to the needs of the customer

  • Ability to be proactive with the enthusiasm to drive things forward effectively, as an individual or as part of a team

  • Awareness of food safety standards and the industry’s regulatory requirements

  • Excellent bilingual (Welsh/English) communication skills

  • High level IT skills including Microsoft packages, databases and the web

  • Full driving license and the use of a car (the role could mean travelling across Wales)

  • Available to work evenings and weekends occasionally



  • Broad understanding of agri-food policy development, as well as Welsh Government strategies and policies
  • Ability to make difficult and timely decisions in the interest of the business and/or service, including raising suitable concerns regarding service provision, budgets and sub-contractors in a professional and objective manner
