Project Manager - Local Supply Chains



The purpose of the project is to support small food, drink and land based producers in the counties of Bridgend, Caerphilly, Blaenau Gwent, Merthyr Tydfil, Rhondda Cynon Taff, Monmouthshire, Newport, Neath Port Talbot, Powys, Torfaen and the Vale of Glamorgan to work together and develop collaborative projects.


The project will be a catalyst to increase the participation of producers and encourage them to take part in project activities, where they would be supported to form collaborative clusters to create specific projects that will provide further business opportunities. Businesses are supported to develop their capacity, facilitate the transfer of knowledge and industry intelligence as well as reinforce integration within the supply chain. The emphasis will be on collaboration, adding value and developing projects.


The scheme is funded through the Welsh Government's Rural Communities - the 2014-2020 Rural Development Programme, and the lead body is Bridgend County Borough Council.


Aim of the Role


To lead and manage the Local Supply Chains project team to develop and deliver the service to beneficiaries in the counties mentioned above. The provision and implementation of the themes and workstreams should be effectively targeted to achieve the main focus of the program, namely increasing the participation of producers to create further business opportunities through techniques such as clustering and collaboration, which will strengthen the infrastructure of micro businesses.


Main Responsibilities



  • Plan and manage the project’s work programme

  • Lead, manage, motivate and develop the project delivery team including management of the team’s performance

  • Manage sub-contractors providing a service to the programme, including holding regular performance monitoring meetings to ensure quality of service

  • Ensure that the projects’ targets are achieved and that the service is of the highest standard

  • Manage the projects’ budget whilst ensuring value for money

  • Accurately monitor, review and report on outputs, expenditure and performance in line with contract requirements, including the creation and maintenance of effective management systems in order to satisfy relevant Audit requirements

  • Ensure that Bridgend County Borough Council’s requirements are met in the claiming of finance, ensuring the provision of accurate financial information and supporting evidence

  • Attend contract review meetings as required



  • Deliver an effective integrated marketing and communications strategy using various communication methods including the media, online and events across the region 

  • Deliver specific work packages on time and to budget

  • Ensure that Bridgend County Borough Council, Welsh Government and Menter a Busnes strategies and policies are incorporated into the delivery of the programme

  • Maintain awareness of developments in the field by identifying any further opportunity for the project

  • Write briefs for specific pieces of work and ensure that relevant procurement requirements are met

  • Assist the team during busy periods in supporting clients / groups



  • Ensure consistent communication with the partners and main project stakeholders, and that they receive adequate input to any developments, and information on project developments in a timely manner

  • Forge strong links with relevant organisations and institutions and leading experts in order to identify the latest information and research work

  • Work closely with other organisations / agencies that deliver European funded support services to ensure they are aware of the project and its developments

  • Represent the project by attending relevant committees/groups, identifying ways of collaborating with other services/organisations to improve the overall service provision

  • Oversee effective marketing and dissemination of project findings and achievements



  • Ensure standards for quality, customer service, equality and diversity, health and safety and biosecurity are met

  • Accept other reasonable duties and responsibilities as required

  • Represent Menter a Busnes as required


Skills and Experience



  • Educated to degree level, or equivalent, in agriculture, food marketing, land based industries or another related subject

  • A formal management qualification and/or demonstrable experience at a strategic management level

  • Demonstrable experience of working either in the food and drink, agriculture or land based sectors in Wales

  • Thorough knowledge of the food and drink, agricultural and land based sectors in Wales, with the ability to identify the latest information and research work relevant to those sectors

  • Able to disseminate themes, research findings and programme content in a practical and clear manner relevant to the audience

  • Recent experience of working with organisations and institutions in the food and drink, agricultural and land based sectors

  • Strong awareness of relevant Welsh Government strategies and policies

  • Able to effectively monitor sub-contractor service performance, taking prompt and professional action, as necessary, to remedy issues identified

  • Comprehensive understanding of marketing and communications principles and applications

  • Well-developed networks at a strategic level, along with experience of fostering strategic collaborative relationships with other services/organisations

  • Effective financial planning and management skills, ensuring the timely and cost-effective expenditure of budgets

  • Able to develop and integrate new services in an effective and timely manner

  • Able to make difficult and timely decisions for the benefit of the business and/or service, including raising appropriate concerns regarding service delivery, budgets and staff/sub-contractors

  • A self-motivator, accepting responsibility for setting and reviewing priorities for achieving targets, with a clear focus on quality

  • Excellent oral and written bilingual (Welsh/English) communication skills

  • Advanced standard of IT skills, including Word, Excel, PowerPoint, Email, Databases and Internet

  • Full driving licence and use of a car



  • Demonstrable experience of the effective execution of integrated marketing and communications strategies

  • Previous experience of events management
